How to Testify Before the Maryland General Assembly: A Personal Experience & Step-by-Step Guide

One of the most powerful tools we have is our voice. Testifying whether written, oral, or both puts real stories behind legislation that affects our jobs, families, and communities. 

The good news? Signing up to testify before the Maryland General Assembly (MGA) is far less intimidating than it sounds. 


I testified for the first time this session as a 19-year-old college student. On February 19th, I gave oral testimony before the House Judiciary Committee on HB0890. Here’s what I learned, so you can walk in prepared, confident, and strategic.  


First off you must submit your testimony written, oral, or both to the Maryland General Assembly in advance of the hearing. Typically, two days prior. Easy instructions can be found here.  


Oral Testimony  

  • Once you start speaking, you will have two minutes so practice aloud and time yourself.  

  • Avoid jargon and overly complex language. 

  • Bring printed remarks, avoid reading from your phone or laptop. Avoid reading directly from script but its okay if you do.  

  • Prepare to answer questions from the panel, and if you do not know an answer, simply say so. 

  • Be Personal: Connect the issue to your life or community to make it memorable.  


What the Two Minutes Taught Me 

Two minutes forces discipline. Legislators hear testimony all day. The goal is not volume but impact. Ask yourself:  

  • What is the one takeaway I want them to remember? 

  • Why does this bill matter to real people? 

  • What happens if this passes or fails? 


Logistical Lesson: Parking Is Half the Battle 

This was my biggest, unexpected challenge. I spent 30 minutes circling Annapolis before figuring it out. 

If you’re driving, arrive early. Nearby garages include: 

  • Calvert Street Garage – 19 St Johns St, Annapolis, MD 21401 

  • Gott’s Court Garage – 25 Calvert St, Annapolis, MD 21401 

  • John Whitmore Parking Garage – 37 Clay St, Annapolis, MD 21401 

  • Knighton Garage – 1A Colonial Ave, Annapolis, MD 21401 

Build in extra time. It reduces stress before you even walk into the building. 


The Bigger Picture 

Testifying is not about being the most experienced person in the room. It is about showing up. Legislators need to hear from students, parents, professionals, and community members alike. Walking into that room for the first time felt intimidating but walking out felt empowering. If you are considering testifying—do it. Your voice belongs in that room.
